Free help to lower your energy bills.

These programs can pay for insulation, furnace repairs, efficient appliances and heating bills. They're free if your household qualifies, and nothing has to be paid back.

Not sure? The company name is printed on your bill.

Nov22026

Coming up: heating grants open Monday, November 2, 2026. Apply for LIHEAP from November 2 through April 23, 2027. Apply early, since help is first come, first served.

How It Works

Getting help is easier than you think.

STEP 1

Find Your Program

Pick the programs that match your utility company and household.

STEP 2

Check Your Income

Compare your household's yearly income to the limits below.

STEP 3

Gather Your Papers

Proof of income, photo ID and recent utility bills are the usual list.

STEP 4

Apply & Save

Call or apply online. The agency or utility handles the rest.

What they do

The work is chosen from an energy audit, so each home gets what will save the most. It is not a furnace replacement program, but they may repair your heating system.

Who qualifies

Homeowners and renters with household income at or below these limits (all income for everyone in the home over the past 12 months). A home can only be weatherized once every 15 years.

Frequently Asked Questions

No runaround. No fine print. Just straight answers.

View Programs
Do I have to pay any of this back?

No. These programs are free if your household qualifies, and nothing has to be paid back. LIHEAP grants go straight to your utility or fuel company.

Can renters apply, or only homeowners?

Both, for most programs. Weatherization, LIHEAP and Columbia's WarmWise accept owners and renters. West Penn's WARM program and Peoples' emergency repair need a landlord approval form from renters. Columbia's Emergency Repair Program is for homeowners who live in the home.

How do I know which utility I have?

The company name is printed on your gas or electric bill. In Allegheny County it's usually West Penn Power for electric and Columbia Gas or Peoples for gas.

A form asks for the property owner's signature. What do I do?

Contact your community office. We'll help you get the landlord or owner approval the program needs.

Who decides if I qualify?

The agencies and utilities listed on this page run these programs and decide who qualifies. Contact them directly to apply. Income limits are for 2026 and may change.
